By broad definition a “Confined Space” is:
An enclosed or partially enclosed space that is not intended or designated primarily for human occupancy, within which there is a risk of one or more of the following:
- An oxygen concentration outside the safe oxygen range.
- A concentration of airborne contaminant that may cause impairment, loss of consciousness or asphyxiation.
- A concentration of flammable airborne contaminant that may cause injury from fire or explosion.
- Engulfment in a stored free-flowing solid or a rising level of liquid that may cause suffocation or drowning.
It is a requirement that any works conducted in such a place, “Confined Space”, shall be undertaken under a “Permit” with sufficiently competent persons for both the carrying out of the required works and any potential rescue requirement that may be required, sufficient equipment for both the work and rescue needs in a suitably fit for purpose condition, and carried out in a continually suitability controlled environment which should be managed via the “Permit Process”
